A puzzling list of countries

What do Afghanistan, Argentina, Bangladesh, Jamaica, Maldives, Mauritius, Mongolia, Slovak Republic, South Africa, Uruguay and North Korea have in common?

They are the countries whose nationals don’t have to pay for visas to India. Japanese, Russians, and Romanians, on the other hand, pay extra.

Does anyone have any idea why?
